I'm at just over 60k flown YTD, ~$7500 PQD. The offer I have on a LATAM itinerary is 1.9cpm + 20 cpm for 21.9 a.i. Yikes. Options to purchase either 20k or 30k miles.

I will be at 93,500 by end of Nov with no travel planned for Dec. Split my time between USA and overseas so use international address and thus PDQ exempt.
Have never thought about using Elite Maximizer.
Flying another 6.5k would cost me $300-$450 (at 4.5-6.5 CPM) plus cost of ground transportation and time invested in doing run.

What's latest people are seeing on cost for EQM?

Also, thought offers were only via check in kiosk but looks like people here are seeing offers on app or website. True?

If you are really close, sometimes it's cheaper to buy up to first class at check-in. You get 1.5x the qualifying miles for that flight.

Not necessarily. Paid upgrades at check-in often clear into award/upgrade buckets, not into paid F/C buckets. In that case, you get the miles based on your originally-ticketed fare class.

Upgrades at purchase and paid upgrades outside of T-24 often, but not always, credit as discounted F/C and do earn the bonuses.

This is now a YMMV situation - a couple weeks ago, spouse took the TOD after OLCI and ended up getting the 1.5x multiplier.

New poster. Yes, I am seeing offers on the website: 5000 miles for $95 plus $400 for PQMs on an IAD-LAX itinerary for t-day. Which is not particularly helpful to me because I only need 1000.

Speaking of which, any thoughts on the best way to grab those last PQMs (just for silver --- I know --- amateur hour)? The best I can do for a mileage run is about $200, FWIW.

The wiki explains how to buy a flight, purchase PQMs, then cancel the flight. For folks who are not Elite, the amount to purchase is closer to the length of the flight, versus multiples.

On this, using techniques posted around find best offer, which is likely more than best mileage run cost, and determine whether MR costs are worth your time.
