So it will be ranked like this:

Instrument GS > Instruments 1K > Instruments PP > Instruments 1P > Instruments 2P > Instruments GM > Full Fare GS (YBM) > Full Fare 1K (YBM) > Full Fare PP (YB) > Full Fare 1P (YB) > Full Fare 2P (YB) > CPU GS > CPU 1K > CPU PP > CPU 1P > CPU 2P

These are what UA's official statement says. I am very skeptical. I have way too many experiences myself and those of companions/colleagues/friends who can tell in specific flights that within T-24 instruments (GPUs/RPUs) had no meaning at all. I do not know whether miles+copay might carry some weight. (UA says all instruments are treated equal).

Even within CPU windows?

I think that you're close to correct, but on a CPU-eligible route it's. The difference is that the sort for #2 is by fare basis first and then status:

1. GS
2. Any elite on a Y/B or 1K on M sorted by fare class then status (so a Silver on Y beats a 1K on B).
3. Certs
4. CPU's for 1K and below sorted by status

The more I read this, the more I feel UA ridiculous.

It does not seem any one can definitely spell out the proper upgrade priority at all.

It must another change I like

and fare class for #4. i.e a Silver on M beats a Silver on G, but not a Gold on G.

What trumps what?

Hey friends!

Just flew to Kona from LAX and requested an upgrade in September using a RPU. I didnt get upgraded and went and asked the gate agent what trumps what. First of all, he didnt know what an RPU was. Then he told me that anyone using miles to upgrade will trump me. Is this true? What good is a RPU? What trumps what?

Rpu and miles are same level. Done by stats then fare paid, ahead of Everyone's CPUs but after GS everything and 1k gpu/Rpu/miles

The GA doesn't have to "know" anything about UG order and certainly doesn't need to know FT slang for Regional Premier Upgrades. Software handles the UG's.

You came behind:
1. Paid F (and discounted FC)
2. Paid Y/B (and for 1K's M) -UP fares at booking.
3. GS on CPU
4. #2 who didn't get the -UP at time of booking
5. YOU (by status)

What good are RPU's? Not much on this particular flight, but maybe on others.

That's probably because the gate agents speak english and not some made up language that has evolved on Flyertalk over the years. They use whole words.

Airport personnel are (in general) not very familiar with the intricacies of MileagePlus rules. It's hard enough to get someone in the Mileage Plus service center who is. It's also high season here on Islands, so not getting upgraded is not too surprising. There's only 4 upgrades, none of the CPUs, on tomorrow afternoon's OGG-LAX flight (one family occupying 3 of those seats).

Just because OP typed out RPU on FT does not mean they did not use the proper name when speaking with the agent.
