Actually, the exactly upgrade priority is like this:
Upgrade will be divided into 3 categories - instruments (GPUs/RPUs/Miles+co-pay), Full Fare and CPU (although Full Fare upgrade is a kind of CPUs)
So it will be ranked like this:
Instrument GS > Instruments 1K > Instruments PP > Instruments 1P > Instruments 2P > Instruments GM > Full Fare GS (YBM) > Full Fare 1K (YBM) > Full Fare PP (YB) > Full Fare 1P (YB) > Full Fare 2P (YB) > CPU GS > CPU 1K > CPU PP > CPU 1P > CPU 2P

I think that you're close to correct, but on a CPU-eligible route it's. The difference is that the sort for #2 is by fare basis first and then status:

It does not seem any one can definitely spell out the proper upgrade priority at all.

What trumps what?
Hey friends!
Just flew to Kona from LAX and requested an upgrade in September using a RPU. I didnt get upgraded and went and asked the gate agent what trumps what. First of all, he didnt know what an RPU was. Then he told me that anyone using miles to upgrade will trump me. Is this true? What good is a RPU? What trumps what?

The GA doesn't have to "know" anything about UG order and certainly doesn't need to know FT slang for Regional Premier Upgrades. Software handles the UG's.

What good are RPU's? Not much on this particular flight, but maybe on others.

Airport personnel are (in general) not very familiar with the intricacies of MileagePlus rules. It's hard enough to get someone in the Mileage Plus service center who is. It's also high season here on Islands, so not getting upgraded is not too surprising. There's only 4 upgrades, none of the CPUs, on tomorrow afternoon's OGG-LAX flight (one family occupying 3 of those seats).
