What are "off-peak" times for trains in UK?

Unfortunately since the trains in Britain were privatised, each of the (about 30) train operating companies now has its own interpretation of this. The inconsistencies have been fertile ground for the railway press over here.
That said, a good guide is that trains arriving in London before 9.30 am Mon-Fri, or leaving London between 4.30 and 6.30 pm, are peak trains. Outside these hours, and all day at weekends, is therefore off peak.
In London itself on London Transport (Travelcards etc), and for some other train operators, the morning restriction still applies but the evening one does not, so you can use your off-peak Travelcard in London at the height of the evening rush hour.
The end of the restrictions often leads to a further surge of passengers, with standing, on the first one or two trains after the 9.30 am break point.
Many of the off-peak tickets for longer distance journies are now tied to compulsory reservations, which will not let you book what is not allowed.

Considering purchasing BritRail pass below and wondering if they run this special during May. Would like to find out what their "off-peak" means.
