Turkish Airlines promotional rates

I need to purchase a ticket for IST to NAV for May 19, 2012. Website shows 79TL one way for refundable ticket. Starting tomorrow through April 2012, there are promotional rates (non-refundable) for 39 TL to 59TL for same route.

Should I wait till the promotional rate (if any) goes onto the website for departure in May 2012 or book it for 79TL one way now?

If the promotional rate will be effective, does anyone know what month the rates will be on the website?

If the 79TL-Ticket is refundable - why dont you book this ticket and refund it, if TK publishs are bette fare?
