Don't know about a decent meal but there is a large cafeteria on the second level where the non-airline lounges are, as well as a food court below that on the departures level.

Sorry to return to an earlier question.
Is it possible to take duty free liquids purchased elsewhere (in my case LHR) and sealed in a clear plastic bag when transiting through IST?
