Best way to get 15+ tickets for US to Japan?

Best way to get 15+ tickets for US to Japan?
I need to figure out the best/cheapest way to purchase about 15 tickets for a group to travel from DEN to TYO in July 2008.
I loathe the idea of using a travel agent, but know that they can block out say 20 tickets for our group now and then allow us to give them a final number of tickets (and the names for each ticket) much closer to our departure date.
On line sites only allow up to 9 tickets to be purchased at once (as far as I know), but 1) I won't know the exact number travelling for months; and 2) I want everyone to be on the same flights (a risk if I have to purchase in batches online).
Does anyone have suggestions about the best way to purchase group tickets?

I suppose I was hoping that there were some tricks to the trade instaed of calling the group sales office 5+ airlines...
