I was suprised to see these seatless toilets in fairly nice restaurants in Italy as well. I don't see the point either. Anything "accomplished" by removing the seat can be accomplised by lifting the seat if there was a seat in the first place.
These toilets had the metal studs on the basin so at one point they did have seats. Odd.....

What amused me was that in Guangzhou, many public toilets (westernised or not) had an amusing sign in English saying something like 'Best Toilet in the World' or 'Fantastic toilet.' This was accompanied by written and pictoral instructions on what you were not allowed to do in these 'brilliant' toilets!
