Sitting comfortably in my home, my reaction to the OP is, "I would certainly have spoken up, if the window was indeed within my area of control". Easier said than done, I know--most of us want to avoid confrontation especially when in such tight quarters.

If you're in F, the correct procedure is not to lower the shade, but to hold a crying baby in front of the window.
