Assuming the OP means that seats are always lined up all the way across the plane and not offset, this is certainly far from universal. All you need to do is browse Seat Guru to see lots of planes where the seats are offset - the C cabin on the UA Intl 767 immediately comes to mind. In this case the middle seats are not lined up with the ones on either side of the aircraft.
