ATC: Do certain airlines have priority?

I was wondering if when there is a delay at an airport, if certain airlines have priority at certain airports they are flying to.
For example, if there was a delay at LGA for flights flying to ORD, would ATC bump up UA before DL, because they have a hub in Chicago? Or, CO at EWR, etc.
How exactly does ATC start sending flights out after a ground stop? Do they go by schedule? So the 9:55 AM UA goes before the 10 AM AA to the same location?
Just wondering.
