Then maybe her lineage has something to do with it.

I'm certainly not sure what it would be like for other nationalities, but I was flat out rejected from getting a visa at the Indonesia embassy in Tokyo this past October. The representative said that since I am from the US, I CANNOT get my visa anymore overseas, due to the ability to VOA. Though this event happened after my arguing to get a visa in Hong Kong's Indonesia consulate in January '05 (and winning), I just like to have all papers and forms in order before I arrive in some places, and the next time I go to Jakarta, I will have one extra item(I now deem it, a necessity), a face mask.
