That said, ITA doesn't always have the best fares - also, Expedia may be pulling inventory differently (it may be pulling segment by segment versus sell-through) - for example, if K class is available on 2 segments of 2 seperate flights, when you combine them to make a one-way, that K-class may not show up anymore. I think it's called paired segment logic or something like that.

ITA usually has every "published airfare" filed by Airlines via APTCO.
The cheaper fares that you found on Expedia might be a "negotiated fare" which they may have negotiated directly with airlines.

Actually the answer is very simple. ITA simply does not show unpublished fares, or "webfares."
