Expedia does not use ITA. I believe they use WWTE. ITA is used by Orbitz and CheapTickets.

ITA usually has every "published airfare" filed by Airlines via APTCO.

The cheaper fares that you found on Expedia might be a "negotiated fare" which they may have negotiated directly with airlines.
