EU "delayed flight" compensation rules?
Two of my friends were due to leave on their honeymoon yesterday by flying from Vancouver to Frankfurt on Lufthansa. As of this morning, their flight still hadn't left, and shows on the YVR web site as due to go out at 2pm today - If it leaves at 2pm that will have been a delay of 22 hours.
Under the "new" EU rules does a 22-hour delay make them eligible for compensation? How do they file a claim?

It was designed to guard against overbooking on flights but when you get mechanical problems the airline claims it was outside their responsibility, but I believe the EU doesn't. Talk on the BA board suggests airlines aren't playing ball at all on this one.
