I've only had something taken once in all the years, that was in August from Air France at Kennedy.
If you can carry them on or ship them it may be better.

Looks like the original poster may be coming into the U.S. from Japan. Locked luggage shouldn't be a problem then, should it? Unless of course (s)he isn't terminating at the point of entry ...

luggage in any country can (and often will) be opened now

Actually, the original poster is coming into the EU from Japan. 
Anyway, I will stuff all valuables in my carry-on and only check in dirty laundry. Real dirty...that'll teach 'em to leave my luggage alone.
