If travelling on Metro or SoundTransit, they are dropping off and picking up outside the airport grounds on International Drive. A shuttle bus then runs you in and out, or you can walk to the terminal (faster).

The quote is not from somebody stating the rules, just what he thinks it should be, so laptops may still be OK.

Oh, great, so I'm going to trust the baggage gorillas (think old Samsonite commercial) with my $3,000 notebook computer? I-don't-think-so! On some trips I carry two laptops, along with some very expensive acoustical test gear. Such extreme measures will hardly be tolerated by the flying public. Not that many people own Panasonic toughbooks!
