Osaka hotel needed
I'll need a decent hotel in Osaka this October for a couple of nights pre-cruise, preferably in the Bay area or Tempozan. There's a Nikko in that area but all I can seem to find are "rack rates" for 25000 JPY or higher per night. Anyone have any suggestions on how to find a better rate at that property (Nikko website is no better) or another hotel nearby?

Try www.jnto.go.jp/eng/ under Search click on accomodations Kansai osaka area. Should be able to find business hotel or ryokan to suit you.

It's rare to find non-rack rate on Japanese hotel websites.
I once had good luck finding a good rate at a Nikko hotel booking through Jalpak, the travel agency arm of JAL, which I believe owns at least part of the Nikko chain. Flying JAL helps too.
Of the other majors, I can only think of the Hyatt as being close to the water in Osaka.

JALPAK didn't have any Nikko's on their website, unfortunately. Expedia had the Rihga Royal Hotel Sakai for about $89/nite but I can't seem to find any good info as to its exact location in reference to the cruise ship pier area. Now if you have THAT info....... :-)

Sakai is way out in the suburbs on the way to Kansai airport 
Rihga has a number of hotels in the Osaka area, including the Rihga Royal Hotel Yotsubashi not far from the area you are aiming for. Prices are quite reasonable, especially for singles. Not quite a Nikko, but not as expensive either.
Check these maps for hotel locations by area.
Also, clicking on 'Access route' in this link gives you an idea of hotel locations if their sites only indicate a nearby station. The map is not to scale, but the Rihga in Sakai would be on the orange Nankai-sen on the way to KIX.
