Rather than focusing on the lipstick, does the agent have a polished and well groomed appearance? This, plus competence, politeness, and cordiality are what should matter. A really good agent will go above and beyond when appropriate and be able to solve problems, etc.

Are your staff wearing your uniforms or customer uniforms? If the former, then your uniform standards would prevail, whatever those may be. If the latter, then the customer can specify grooming standards but must provide all items to support the grooming standards specified.

Many airlines such as Emirates are very specific as to the shade of lipstick, brand of perfume, etc.. that may be worn by staff and these constitute part of the uniform standards. These customers must then provide the uniform items (including the cosmetics) as part of the contracted grooming standards.

Are you referring to their business cabin attire, that designed for coach or, the explicit uniform for leisure destinations ?

I'd be more concerned that a staff member wearing makeup and a uniform would pick inappropriate colors or sparkles, such as black or bright purple lipstick, blue or green hair, nails with patterns that glow in the dark, etc. This would require intervention.
However, if OP wants the contract, it could be difficult to fight too much on this issue, especially at contract renewal time. A difficult decision might be necessary. With advance planning, can you assign the good staff agent who doesn't wear makeup to other customers of yours?

I run a GHA and just had a fairly major airline complain about one of my check-in staff for not using lipstick!
She had gone au naturel regarding her lips and I could not really see the problem.
I know most major airlines have rules regarding lipstick tones etc for cabin crew but I had never thought that airlines might like this applied to contracted ground staff too!
How offended would you be if your check-in agent had chosen to not apply lipstick?
(She was checking in Economy class pax if that makes a difference).

I'm a professional woman and I don't wear any make up. I would not even notice if the lady wore lipstick much less care! I would notice if she were rude or inefficient... mostly I just want someone pleasant and competent and don't care a jot what they look like!
