Just to tie back to "warm" - Cusco, Peru average temperature range in summer is 48-68F, 9-20C.

Why does it have to be 11,000'? Are you conducting some kind of scientific experiment that requires this precise altitude? There are many places with great alpine scenery that don't reach this elevation. New Zealand and Patagonia would be the obvious choices.

yes, strangely enough it's for health reasons to be at high altitude. 11,000 would be perfect.

Top is 13.5K feet. Also:

The temperature of Mount Kinabalu usually stands from -10C to 10C in December to January, and 3C to 15C in June to September.

Isolated from what? Definitely not from human presence - you need to apply for your permit about 9 month in advance if you want to get there.
