If someone wants to stalk FA's by filming them, just ask the air carrier to amend its COC to permit it and you are free to contract for filming rights if the air carrier can negotiate that into its deal with the FA's or their union. It's called private enterprise. The difference between public and private.

My tax dollars went toward saving AA so as far as I'm concerned they're a public enterprise.

I believe it isnt who pays them...but rather where you film them. In a public space, with no 'expectation of privacy', you may film police and FAs.
In private spaces, they can make rules restricting this right. Airlines have done so.

People can get tossed from plane irrespective if they have done something wrong. If you manage to record them discreetly enough, I doubt that there is anything that can stop you from ever using the footage, especially not the CoC.
