Which would you choose? Japan Air economy or China Air Business?

I would avoid China Airlines at all costs to be honest. Their safety record is pretty bad similar to Air France. They've been ok in recent years but their safety practices is something i'm having a hard time looking over.
Japan Airlines seems to be ok. Better than average. I'm actually flying with them soon!
If the discrepancy of the price is not that great, go for Japan Airlines.

I know this is all academic as you've bought the ticket already, but perhaps a data point for other people in similar spot.
If you have elite status with another airline, I'd try for a match into CI and fly with them (they matched me to Emerald which is Skyteam eliteplus). With status I found the staff were excellent and generally couldn't be more helpful even in Y, in J as an Emerald I felt like i had my own staff they were so attentive.

JAL Business. I've flown them before and think they would have an overall superior product than the others you mention.

Secondly, how could it be Chinese if it can't even overfly China?
In any event, to reiterate, if JL J costs a bit too much, there's nothing wrong with CI J. Actually, I think the food at their lounge was underrated (a lot of Japanese influence).
