You missed the most important one there - credit card networks. I am pretty sure that is a requirement forced on by Visa/MC to prevent fraud.
This is NOT set by MC/V. The issuing banks set fraud policy, not the networks. But in this case it is the stations. Authorizations are done by the bank.

Gas pump needs a zip code; Canadians not welcome

Funny, I was shocked when I moved to the DC area and found almost no gas stations in my particular area requiring a zip code.

Only honest people live in the DC area?

Oh, dear. I've restrained myself from barking at the clerks. Payment system implementation shortfalls are probably not the fault of the guy pumping gas.

Huh. I will try that. Thank you.

Huh. Alright then. This restores some of my faith in technology.

Whoa. Hold the phone. I won't be signing onto that. I have no expectations of being treated like an American. I just want my money to treated like an American's.

use a debit card

Walk into the gas station and buy a prepaid gas card with your credit card.

So you are willing to post on the internet and call your credit card company to find a way to pay at the pump, but you aren't willing to walk 30 feet to the clerk to pay in person?

You Canadians are even lazier than we are! :P

Contact your card company to find out how to handle it. Most likely you would just have to go to the clerk inside for approval (perhaps with ID confirmation like passport) before pumping.

I used 90210 when i came across the problem It worked This was after the clerk had insisted there was nothing they could do to help me (and indeed didn't seem to understand the concept of someone who didn't have a zip code!).

I have heard that foreigners can usually use 00000 or 99999 for a zip code when asked.

Unfortunately, this is not a trivial conversion as it will require a substantial investment of many billions of dollars in new equipment throughout the cc payment systems.
