When I worked for an airline in the summer of 1970 or 1971 I refused passage to a male passenger who wanted to board a flight bare chested - until he covered up.

Well I wouldn't say "no boarding for you", but I was breast fed so boobies don't scare me (OK some do, but they're the very rare exception).
That being said, no one would want me as GA/CC as "behavioral problems" would be handled in a Procrustean way - with a double helping of "severe." Carry-on too big or you've got too many bags - they get checked; no arguments. You aren't in your assigned seat, you're told (not asked, told) to move. You're using a cell phone or other device; it get's turned off NOW. etc. etc. etc. Any args and your *ss is off the plane.
Hmmm, wonder if the airlines could install a "holding cell" or, more accurately, a brig in the cargo area (assuming someway of accessing that area). A nice quiet place to "ensconce" less than properly behaving pax. Nothing too comfortable (or everyone would want one). A hard seat (with restraints), a metal toilet and, most certainly, no AVOD.

Sorry, but imho, WN is a big effing prude! If they are pulling this cr*p (and imho, the woman was not inappropriately dressed), then they need to have dress police for their flights to/from LAS

I see that much cleavage walking around town. We have lots of classic debates here about what's acceptable in first class or coach. Folks want to lower standards in first, wear flip flops, shirts hanging out, shorts etc. Considering she was flying in coach on Southwest, I don't see what the problem is.

I don't see anything inappropriate with the way she is dressed in the picture.
[From pictures of people flying in the 50's and 60's, a man without a suit and tie (probably) would be considered "improperly" dressed--it's interesting how times have changed.]
