Prague, if you can avoid the tourists.
Vienna on Christmas Morning.
Salzburg in winter
Not a city, but the train ride from Chur to St. Moritz in early December or in the winter. Stunning Fairy Tale is the only way to describe the landscape.
Interlaken

Durham, a town in North-east England, near Newcastle.

Also, just saw some photos of Innsbruck in Austria, and it looks beautiful too (for the mountains that is)

Prague, Venice and parts of Amsterdam. Prerequisite? Ability to ignore tourists.

Also: Chester, England.

Obidos and Sintra certainly qualify in Portugal, and I'd the Alfama district of Lisbon to the list as well.

Definitely Vienna and Copenhagen in my opinion. Bergen is also a very cosy place.

I wholeheartedly agree with the OP about Quebec City.

For short daytrips from bigger towns, Marburg, Germany is a great city (pretty much only German city with original Medieval architecture that wasn't destroyed in WW2) - only an hour from Frankfurt and Werfen, Austria is a short hour from Salzburg (quiet town in mountains, castle on hill, awesome ice cave to visit).

Graz, Austria

enchanting, just don't go in the winter unless you love fur because it is cold.

Charming city and a short ride to the Alps for ski and sport.

The view in is unbelievable, coming across some flat land with the mountains surrounding. Or seeing the mountains above the clouds.

25 minute flight from Vienna.
