There's an application called Fring for iPhones, that can route calls through Skype's network. Reviews appear to be mixed.
I believe it only works over Wifi. However, on a jailbroken phone, there's an app you can install that makes Fring think that it's always on Wi-fi (even when on 3G/EDGE).

Depends on the phone. I have the HTC Kaiser (aka AT&T Tilt) and I can use Skype on 3G. I wouldn't recommend the phone though. WM6 leaves a lot to be desired. Skype works fine if you're in one place with a decent signal, but starts being pretty crappy if you want to move around.

I have read somewhere recently that Skype has a java mobile client for java enabled phones. I am on my Treo now and will try to find it later today. I think it was just announced last week.

Fring on Series 60 phones also works over 3G networks, no hack required.
The java app just calls a local phone number which then routes calls over the Skype network.

The Skype phone that's sold by Skype (Belkin I think?) doesn't need a sim card. Just a WiFi connection. The battery life isn't great, and doesn't work too well for receiving calls. It works to make a call in a pinch, as long as you have access to WiFi.

Using Skype through Fring is ok at best. I've pretty much stopped using it unless I haven't got a better option available as the time delay is noticeably longer than a Skype client, making conversations frustrating.

My experience with Skype through Fring is exactly the same. Not as reliable, more dropped calls, greater delay, poorer quality. But it works in a pinch if you are away from a computer and need to make an international call.
