There's an application called Fring for iPhones, that can route calls through Skype's network. Reviews appear to be mixed.

I believe it only works over Wifi. However, on a jailbroken phone, there's an app you can install that makes Fring think that it's always on Wi-fi (even when on 3G/EDGE).
