Tool in XP to reduce size of digital pictures?

Tool in XP to reduce size of digital pictures?
My digital pictures are about 1.5mb-2mb which is fine for what I use the pictures for but occasionally I'd like to send several pictures as email attachments with smaller footprint...is there a tool in XP Pro that can do this...I suspect there are tons of freeware out there but prefer to start with a built-in if there is one.

Yup, the installer downloads and runs without errors but:
* Start > All Programs > Powertoys for Windows XP only shows a readme file
* In the directory where I told the installer the put it is a .dll and a readme.htm
So I'm confused about the 'right hand column'...??

Note too that the Power Tools Resizer also leaves the originally-sized file alone, so that now you have both the original and the resized ones.

Good suggestion. I find between the Power Toys Resizer and irfanview I can do 95% of the stuff I need to ordinarily do with images.
