First, what kind of memory are you getting at C$15 for 16GB? Decent DDR4 sticks are typically US$50-75 and up.
Very much depends on what you're doing with the machine.
Email and web browsing? Yes, probably.
Video rendering, CAD, etc. Maybe not, though 64GB likely would be enough.
Or if it's actually a server, as indicated by the CPU, then it could be woefully inadequate, based on the use.
But if you can get 16GB sticks of DDR4 RAM for C$15, then you might as well.
Running a CPU that was released in 2012, on the other hand - not overkill.
