iPhone music in the cloud?

iPhone music in the cloud?
I have an iPhone 6s and over the last few weeks have been noticing that certain songs won't play. They show up normally in the Music app but when they come up in a playlist my phone just seems to skip them: the song shows as currently playing for a second and then the next song comes up.
I figured that some files were getting corrupted and thought to delete all music from my phone and re-sync. Even after deleting all music, a few hundred songs still show in my Music app. I finally thought to turn on the switch to show only music on this iPhone, and sure enough they all disappeared.
My question is how I have managed to apparently get all this music streaming. I don't subscribe to Apple Music or iTunes Match. Many of these songs were ones I bought from the iTunes store, but several were ones I'd downloaded myself eons ago, or ripped from a CD.
Any ideas what's going on here? Thanks!

I purchased a 64GB 6S for her on Friday as a birthday present, hoping that would solve the problem ...
Aside, I can't even get her to open the box; she doesn't want to use it until she has a case for it

OK, follow up.
I deleted all music from my phone and re-synced.
There are songs that refuse to play on my phone. They play fine in iTunes on my laptop. If I try to play them on my phone, they appear for a split second, then the phone skips to the next song in the list. What's going on?

I've encountered similar problems on my new SE and 9.3.1. After syncing first time, many songs missing -- plus for some reason by default the first song always replays unless I manually reset. When I resynced, the replay issue got resolved but a few albums still missing all the tracks???
Being new to 9.x., I assumed it's just some bug that will eventually be fixed.
In the meantime, google play is my backup! ^
