Another vote for Nuance. I've been using their stuff for several years and just replaced all of our old Adobe Acrobat installations with Nuance PDF Converter Professional Version 7. This was just before they introduced Version 8 and were offering 3-for-1 pricing, but even at $80-100 a license it's a good deal.

pdfFactory is also a cheap software and its price is about $30. For licence it depends on total number of licenses you buy. The biggest advantage of pdfFactory is that it seems to be usual printer in your Windows. What do you print to that "virtual printer" is converted to PDF file and could be saved or sent by email. Easy for users, easy for IT admins. There is local version running on single PC or you can buy network version looking like network printer.

Nuance PDF Converter Professional Version 7 is being sold for $66 by Computer'sWorth, the company mentioned above by DenverBrian.
For the PDF editing I do, I didn't see anything in the Version 8 features that would compel me to buy that over Version 7.
