In the US, I just US a dop kit because I have precheck and no one cares. I have some liquids and creams I need/want and just put them in small bottles.

It holds a shocking amount, though not as well organized as my dop kit. Even my full dop kit will fit in my Aeronaut 30 with 5 days of clothes plus a pair of shoes.

As others have said, the trick is to really minimize the liquids. Toothpaste can be in one of the small sample tubes handed out at your dentist visits or available in the travel size section at the supermarket. Think about whether you really need to carry shampoo for use in transit, or whether you can use the hotel shampoo at your destination. Otherwise snag a few of the small tubes some hotels still provide (if all hotels switch to wall dispensers, this will no longer be an option...). I haven't used it, but some people swear by dry shampoo for use on the go.

Contact lens cases work very well for the small amounts of other liquids and gels needed, such as hair cream or aftershave. I also use them to have small amounts of moisturizer and sunscreen on hand. They're far more compact than most other containers intended for travel like the silicone squeeze tubes. (Also easier to fill, IMO.)

The one I find tricky is shaving cream. Even the smallest travel cans are pretty big - but they do fit into a quart size bag with my other stuff although it's a bit of a tight fit. Some people manage to shave with solid shaving soap or sheets.

I have recently bought some solid bar shampoo and conditioner to try out. Will have to keep you posted on it as I had a big baggage allowance here so have been decadent and brought the full size liquid ones

You can buy shaving cream in tubes like toothpaste (I use C. O. Bigelow from Bath & Body Works, but there are quite a few others). Dispense enough for your travels into a small container and you are good to go.

The only item I've really had trouble with is mouthwash. Even a two weeks supply is just too large to fit into any 3-1-1 bag.

Ideas

Shampoo/Conditioner Bars. Available at many places. You can chop the bar into chunks, or use your vegatable peeler to make shavings. Or keep them in their original size. Snack sized ziplock bags. As a woman, I can share using hair conditioner for shaving my legs works great . Not sure how it works on a man's face...

Those products look interesting, but they don't list themselves as 'antiseptic'. I don't just want a mouthwash that just freshens breath, I want one which is actively fights germs.

I found this stuff in Germany, purchase in USA through Amazon or e Bay. Add one drop to 15 ml of water. Mildly medicinal flavor. Works well. 50ml bottle lasts about a year.

Back when I was a contact lens wearer, I switched over to dailies for travel. I used single-use saline as a rinse and moisturizer if needed and got rid of the bottle of contact lens solution. While the overall kit wasn't less bulky at the beginning of the week, it was lighter. The only problem was unexpected trip extensions when I'd run out.

If you go to the Listerine product page and filter on the products that fight gum disease, only the mouthwash comes up, not the strips or tabs or any other item. I think only the mouthwash is antiseptic, the others are really just breath mint alternatives.

I know it’s old school but thymol comes as a tablet and is strongly antiseptic

Yes this might be the best solution. In fact, I see that the Humankind tablets that freecia linked to earlier also have Thymol, so they will probably work as well.

I was thinking that it would be annoying to have to bring along a cup and something to stir with, as some of the budget lodgings I stay in won't have glassware and certainly not spoons. But maybe I can use a 1-oz Nalgene bottle and just shake to dissolve the tablets in water.

You don't need to put all in one bag, only the liquids/gel products.

From your list, if I had to travel with all your items, I would put the glasses, comb/brush, toothbrush, floss, razor and medications is a separate, non "3-1-1" bag, and the others in such a bag.
