A foreign tourist was fatally injured and two Thais and two other tourists hurt when a group of young men fired rifles at a rival gang near a Bangkok shopping mall Sunday night.
The shooting happened at 8.30pm on a soi behind the Centara Watergate Pavillion Hotel where tourist coaches were parked.
Police said Gakhrejr D., 42, an Indian, died later in hospital. Initilly, police said Keovongsa T., 28, a Lao tourist, also died in hospital but police later said the Lao still survived. Another Indian tourist, Sharma D., 45, was injured along with two Thai men.

These school gang rivalries are quite common and nothing new to have an all out brawl on the streets however the incorporation of weapons to this extent is unique in my knowledge. Knives, sticks and no holds barred fights yes; shootouts like this no. You never hear of followup with these thugs being dealt with however.

Seems like this was more of a low-level criminal gang turf war, although "influential people" always get mentioned. Originally I'm pretty sure I saw mention of two people dying? And it sounds like the one fatality was from a zip gun (modified “Thai Pradit” gun)?

Today (13 October) is two years since the passing of His Majesty the King. The alcohol cabinets at 7-11 are closed and I suspect it will be a quiet day.
There are several memorial advertisements in the newspaper remembering His Majesty.

Yes, today is the holiday, and since it falls on a weekend, Monday (15th) will also be a holiday.
I confess to not staying up to date but bars have been asked to "be respectful" today, and Monday. Normally that means bars can sell alcohol but no "entertainment" (music, or maybe Royally penned tunes are OK?)). Who knows what may actually happen?
The 23rd is Rama V Holiday.
While the 24th (Wan Awk Pansa) is the end of Lent.
AFAIK, only this last holiday results in a ban on alcohol sales. Retail shop sales are forbidden every day except ~ 11:00 - 14:00, and 17:00 - 00:00, so maybe that's what you observed this morning at 7/11?

Other than most Thais wearing yellow, seems like a normal Saturday to me, maybe a few shops closed. In a restaurant, beer being served/consumed, open sales in the supermarket, street bars rockin' and rollin' - loud music and alcohol flowing. Doesn't appear to be a "dry" day, and skies looking black as well, so wet on that front as well?

Visa on arrival fees to be waived
BANGKOK: For the next two months all visitors from the 21 nations who need visas on arrival will not have to pay a baht – in hopes the Chinese will return to Thailand in numbers again.
The government plans to exempt visitors from visa-on-arrival fees during November and December as it strives to salvage falling tourist numbers, especially from China.
The initiative floated by Deputy Prime Minister Somkid Jatusripitak aims to reassure Chinese tourists, whose numbers have declined since the Phoenix tour boat tragedy killed 47 Chinese tourists off Phuket in July.
