The official plan is Phuket will now open for tourists 01 July and there will be no quarantine if you have been jabbed and have a negative test prior to the flight. After 7 days in Phuket you will be allowed to travel to other areas in Thailand.
Currently there is one Thai Air flight a week LHR – BKK but this changes to 4 flights a week July on and October on is 7 flights a week (pre COVID it was 14 a week) but no A380 Ditto Paris and Frankfurt. Prices say LHR - HKT are not competitive with Singapore Air. Business on SQ for £2,010.
What will happen to the A380s and the first class lounge?

Seems to translate into a compulsory 7 day quarantine in Phuket, then it's OK to travel to the rest of Thailand.

I don't think it will be a real quarantine in Phuket. Just that you will have to quarantine if you attempt to leave the island (or some subset of the island) before 7 days have elapsed . It seems that if you arrive at HKT properly vaccinated and with the proper tests, you will be allowed unlimited movement within designated areas on the island (I cannot find any documentation as to what the areas are).

Personally, I wouldn't go. Not because of the virus, but because of the weather. Anyone who goes in July should bring a good umbrella.

A new airline would obviously mean far fewer union jobs, and it might actually have to break even.

In such a vote, creditors usually have a vote proportional to the percentage value of the debt they own.
However, some major creditors (lessors) disagree with TG on the value of their debt.
This can lead to further litigation.
While the Thai liquidator might consider the plan approved, foreign creditors could initiate legal proceedings in their own countries to recover their debt that they feel unfairly valued.
Apparently, TG has well organized its negotiation teams with numerous groups of Thai creditors. What will happen with foreign creditors will be interesting.

While forming a new airline would theoretically allow trimming of staff and (more importantly) rationalizing the fleet, the absolutely necessary predicate to a successful Thai Airways would be getting the incompetent cronies out of management and allowing decisions to be made without political intervention. It seems unlikely that's going to happen.

Does the union and the workforce have any leverage?

I wouldn't imagine there was any kind of ownership sharing deal in place?

Maybe they could pressure politicians but it's a military junta in charge right?

Would a new airline be on the outside of an alliance and needing to negotiate in?

Reading the tea-leaves and in-between the lines of various public statements, there seems to be a ground preparation for sending TG off to the crematorium and starting afresh.

Creating a new trough for the MoT, and the regime in general, feels like the way they'll go.

How much of foreign tourists pre pandemic did TG bing in relative to all airline traffic into Thailand?

maybe the incentive to keep TG alive would be tied to how quickly they want to restart tourism to pre pandemic levels.
