Different Fare rules for different departure city (same booking class)
Looking at A Fares ex NRT and HKG, HKG A fare allows to re-book and cancel, ex NRT A fare can not be rebooked
Are there sub-buckets in the fare class ?

Tokyo Munich has 4 fares filed in A, the first two allow free changes and cancel/refund for 30kJPY, the other two no chnages and 150kJPY to cancel/refund.

With Swiss the Booking Classes have nothing to do with whether a ticket is changeable, Refundable. You have too look at the entire fare code.
Within Europe (always risk of some fees)
Flex: Changeabe - refundable
Classic: Changeable - non refundable
Light: Non Changeble - non refundable.
You can have all three for all fare classes.
For intercontinenatal: As a rule of thumb - of there is an N in the second or thrid digit of the fare code this stand for non refundable - if there is an R it is refundable. I have seen cases where both book in the same fare class, obvioulsy with a price difference....
In any case always carefully study the fare conditions before booking! Event travel agents get this wrong sometimes.

Swiss doesn't always charge the change fee. No clue what the logic is but, I changed dates for a Z fare ticket and they didn't charge me the 310$ change fee, just the fare difference. It wasn't an error, the agent clearly said they don't charge it in this case.

Maybe they don't charge if you upfare?

The introduction of LCC changed and unified this rules and charges a little bit, that rules were on the whole network the same and fees also... But this change has not yet arrived to the big legal airlines... Small efforts have been made due to the competition of LCC, i.ex. the fare structure in Europe.
