Travel Delay due to waiting for connecting flight, and later weather

I had a travel delay - initially WN delayed to meet the connecting flight.
Then at destination it circled and went to another airport - windshear & tailwind speed
Closer to 4hrs delay.

WN didn't even offer coffee on this trip from BUR to SJC.
Are they liable for the delays? They deliberately kept the plane waiting to take 6 passengers - then weather got worse.

The old Southwest would have proactively sent a voucher within a couple days. I'm not sure if they still do that or if you have to "apply" for a voucher.

I had a similar incident in August that resulted in an unscheduled overnight layover due to potential misconnect on last flight of the day at DAL, all due to mechanical. I sent a letter with the details to customer service in DAL, hoping for at least a voucher, or an explanation if they felt that they were not liable for any LUV. I didn't even ask for hotel reimbursement. No response at all thus far, not even acknowledgement of the letter. Obviously it no longer the Southwest of old, but then we already knew that unfortunate fact.

They don't want a letter when the underlying reason is to get a voucher for your trouble.

They want you to go to the following link below. There is no field to provide an explanation or reasoning. Just the essential data and that's it.

You can use the LUV voucher on a flight booking(s) for anybody and use two of them for the same person if you wanted to. The voucher will not cover taxes and fees so you will always owe something unless the base fare exceeds the voucher(s) value. It's like a gift card except it has an expiration and the taxes and fees,

If you buy Basic with the voucher, the expiration is shortened to 6 months and it's irreversible.

Thanks for clarifying and for new info - it puzzled me and AI gave the following clarification:
Southwest LUV Vouchers typically expire one year after issuance. However, if you use a LUV Voucher to book a Basic fare ticket and then cancel that flight, the resulting flight credit will expire in 6 months from the date of booking, not one year. This 6-month expiration is shorter and applies specifically to the Basic fare class. Moreover, this expiration shortening is irreversible, meaning once the voucher is used for a Basic fare and converted into a flight credit with the 6-month expiration, you cannot extend or revert it back to the original 1-year LUV Voucher expiration period.

I believe that if you upgrade the Basic trip to Choice before you cancel you will get the original expiration.

I got a predictable response from my computer generated inquiry... no voucher, no consideration, basically KMA. The original letter inquiry, as yet unanswered almost 3 months later, explained that mechanical delay (no weather issue) of flight on second leg was going to cause huge misconnect, potentially a forced overnight layover at DAL. That is not apparent from a bean counter in a cubicle viewing the computer generated inquiry. The whole fiasco cost an unanticipated hotel night in one city and a no-show fee (one night) at hotel in destination city, but I will chalk it up to the new SWA and move on. The new Delta credit card has already arrived and points are starting to accrue - something that I would have never considered in the pre-Elliott SWA world. I will of course still fly SWA when its convenient and the price is right, but that is a change from never looking beyond SWA.
