More WN testing of front and rear boarding

A few notes of my understanding of the dual-boarding at SJC and SMF:
- If there is any form of precipitation on the ramp, regardless of actual weather conditions, it will not be used.
- The local airport authority / TSA determines how much additional staffing is required to have passengers on the ramp.
- Flights that are slightly delayed with the potential to make up the delay in the turn are most desirable for the use of these resources.

Old story. Years ago, while boarding with wife and 2 kids on People Express at Newark, they were using both stairs.
I quickly realized there seemed to be too many people and told my wife to sit down NOW. Turns out nobody was counting how many they sent out to the plane and about 20 had to get off when all the seats were full.
THAT is a what you could call "cattle car boarding".
