Baggage tag meaning?

Just picked up a big checked suitcase, SEA-MCI-ATL and it had this baggage tag on it, form #WN387. Curbside checked it at SEA and it wasn’t weighed, but it’s probably 50-60 pounds. Doesn’t look like they went in the bag, and no TSA flyer in bag.

my best guess at the writing on the bag is:

Savage Agm Waved, and there’s also a hand-written 5-digit number on the back

Hmmm... Possibly related to being overweight, but not having a "Heavy" tag?

Those tags are used for overweight bags as a warning for baggage handlers. But, I don't have a clue what is written on that one!
