And MCI's garage is also within that distance. But you don't exit onto to the terminal curbside. There are probably many exemptions and one-offs.

ETA: I gather blast shields are one means of obtaining a waiver.

Same thing at MSP. There was much nashing of teeth. If those rules were to absolutely apply, then the whole MSP garage would be off limits. Feds gave in.
