Colombia - Tax Exemption form no longer?

Colombia - Tax Exemption form no longer?

Flew BAQ-MIA on 9/7/15 and when looking for the DIAN desk to get my stamp for tax exemption, the desk was gone and I was told the airline now handles it. AA checked me in and never mentioned the exemption but also saw them providing several refunds to other passengers.

Is the tax exemption requirement finally going away?

Just asked a friend that left BOG today and she says the same, airline was responsible for the exit tax
