Bring 23"x25"x3" painting as hand luggage in F?
I have a framed painting, no glass.. only weights about 2lbs
Do you think there's any chance they'll let me bring this as carry-on in paid F (ATL-SFO) , if it's my only carry-on?
I guess if they say no I'll be in a bit of a pickle!

If it'll fit in an overhead compartment. There appears to be a 75S-operated flight where space shouldn't be an issue but unless you're already ticketed on that, probably cheaper to ship it (~$600 Δ).

They can put it into the closet if you ask nicely. They are not obligated to do so, though, so yes, it would be an issue if they do not let you carry it on. And would it fit through the TSA X-ray machine?

Since its so light and without glass, it may make more sense to have the UPS Store or FedEx Office box it up
for you and just ship it.
Even if it fits in the overhead or closet, I would be concerned of damage from other bags shifting during flight

I'd echo this. The size wouldn't concern me, but rather the risk of damage (unless it's super well-padded/in a box...in which case it may be too large to be a reasonable carry-on). Other bags could shift around and crush it, whether it's in the closet or the overhead bin.

If those dimension are of the actual painting you *might* have issues once you add any type of padding such as 1/2" foam all the way around. Which is not that much padding. The max size for TSA scanners is ~24" x 16". It would fit diagonally, if it can be held up. If there is a closet on board it should fit but many closets have been removed. Putting it into the overhead bin should work but as preemptive measure I would have a very light bulky carry on to place under it. Otherwise another PAX is likely to toss their carryon on top.

Do you have the painting in your possession? I had a problem with thinking I would pack and check a painting won in a New York auction, but it turned out that if I picked it up in person, I'd have to pay the sales tax. So I just had it shipped. You CAN carefully pack something like that and actually check it. It's basically getting the same abuse it would get from Fedex or UPS. But it would take some work. A packer will do it anywhere from $75-150.

I havent had any issues with frame paintings that Ive brought on board. Usually they can fit in the closet, sometimes in the overhead bins on top of luggage.
