If those dimension are of the actual painting you *might* have issues once you add any type of padding such as 1/2" foam all the way around. Which is not that much padding. The max size for TSA scanners is ~24" x 16". It would fit diagonally, if it can be held up. If there is a closet on board it should fit but many closets have been removed. Putting it into the overhead bin should work but as preemptive measure I would have a very light bulky carry on to place under it. Otherwise another PAX is likely to toss their carryon on top.
