Either charge a transparent cost for delivery per order (fine), build it into your advertised prices (also fine), or have a delivery subscription service like W+ or Amazon Prime (also fine), but do not advertise "free" delivery or have me pay a subscription AND then ask me to pay a hidden fee in the form of an expected tip because you don't want to pay your costs of doing business. I refuse to subsidise giant publicly-traded companies.
I havent scrutinized this, but if I understand this service right, your wish is granted for $7/month or $40/year:

Does it still code as gas for category bonus purchases?

WM+ simply uses a code to get the discount per gallon that you input into the pump. You still have to supply a credit card for payment and if the card has a bonus on it, then you get it.

My Freedom card gave me the 5% for the quarter it applied and I still used the WM+ code for the discount.

This is changing:

Starting Feb. 28, 2023, Amazon Fresh delivery orders under $150 will incur a service fee. Prime members will continue to receive free grocery delivery on orders more than $150. Delivery charges will be $3.95 for orders $100-$150, $6.95 for orders $50-$100, and $9.95 for orders under $50.

"Walmart plus" membership now requires minimum purchase of $35, and driver tips for delivery, even with the monthly $12 monthly fee.

What really? In that case Instacart+ with Chase cards may be a better deal. If used with coupons and/or Instacart GCs it's fairly easy to offset the tips and fees on Instacart. (there is also an extra $15 credit/month on CSR)
Instacart gives 20%-40% off coupons like average once a month. Walmart+ never offers any special coupons to members at least I'm not aware of. Only offer I'm aware of was slightly earlier access to holiday deals.
But anyway I cancelled W+ along with the PLT so nothing to lose.

You're referring to local store delivery. Shipping was and is still free.

local store delivery used to be free too, but they changed recently( minimum order $35 + mandatory driver tips). On-line order from out of state warehouse is free but take several days to arrive, longer than Amazon, so why would I use Walmart?

I am told it’s a muddy area whether and how much to tip a Walmart delivery driver. Optional on paper, but that’s about where it stops. I can’t imagine you’d expect even basic service with a habit of leaving no tip. Even when tipped, a family member has informed me, it’s often not great. Come to think of it, it was so bad one time she called to cancel the tip, because she couldn't remove it herself.

When that is said, tipping has gone haywire these days, at times on top of an extra fee labeled as say operational fee or inflation adjustment. And of course taxes.

Are tip requests getting out of hand? Many consumers say yes.

I'm told they use services like Instacart and Doordash for local deliveries instead of their own employees like Amazon does, and those company drivers depend on tips. I understand they depend on tips and that's why for stuff that is done throughI delveriy service, that I avoid Walmart and use Amazon. I'm not home to tip the driver anyway and they leave the stuff in the package room and if I'm going to be tipping on top of a delivery fee, I may as well just pick it up at the store.

Also not sure if they rate customers like Uber does and if drivers will end up refusing to get my deliveries for not tipping either. I know someone that drives for Uber and he said if passengers don't tip, a lot of drivers will rate them one star and a lot of drivers won't pick up a low rated driver since it probvably means no tip.

My old company started its own delivery service business "because Amazon did it". After about two years, they laid everyone off. As it turns out, it didn't make sense because we didn't have Amazon volume. Amazon might deliver multiple packages on the same street. All of these gig delivery companies will do it for far cheaper. I imagine we will only see more of this. Of course, often times putting the onus on the consumer to pay tips. I think I tried ordering petfood from Petco, and they used DoorDash, which wanted a tip. Absolutely not.

And even then, if WM+ was something I'd use and pay for anyway, I'd consider its value to be $99, not $156, because I'd be paying $99 once a year rather than the $13 monthly this credit applies to.

I value it at $49.99 since that is what Paramount plus cost a year and I would have Paramount Plus if I didn't have the AmEx card.
