Data point - 26 June (a Wednesday) approximately noon - the "A" side had a "Visitor" line just starting to form down the arrivals hallway. Baggage claim had some piles from earlier flights awaiting the passengers from immigration processing (but not as bad as I've previously seen). GE - I was the only one when I got there.
