Transferring in SFO

What is the process of transferring at SFO from International to Canada? I am arriving on Singapore Airlines and departing with Air Canada. Do I have to recollect my bags? Do I have to recheck in?

Yes, you will have to go through full US immigration and customs procedures, get your bag, and then go to Air Canada to check in (even though Star Alliance should be seamless). If the bags are tagged through, I don't know if there is a baggage drop just past customs, or if you will have to go up to T-3 to check in @ AC with the baggage. Fortunately, it isn't that far, once you are done with all the arrival procedures. Walk, don't take the train.

I think there is a bag drop.

But you do need to check in at AC.

How long does it take to go through all this? I have a tight connection of less than 2 hours however I am travelling in J for both sectors.

Should be doable, assuming you get in on time. You may want to go back through security at the int'l terminal and walk on the connecting bridge into the UA/AC terminal as the T3 checkpoint is less predictable.
