Does everyone see the same Awards Upgrade availability (I'm currently seeing none)? Does my PC status (silver) or special meal request influence it at all?
Does the cash offer have to expire first (which it will on Jan 1st according to email) before an Awards Upgrade might start showing available?
Is there anything I can do apart from check the app/website daily for an Awards Upgrade?

No, the Silver status won't make a difference.
No, the cash offer is unrelated to upgrading with Avios. You can upgrade in advance if there is U availability, or you can try in DOH at one of the upgrade desks.

Expertflyer seat map shows about half of all seats in business as X (blocked), the rest occupied, only 9J (handicap accessible) seems to still be free

They may be released and the block could be there for a multitude of reasons. A common one mentioned on here is the centre seats on a Qsuites flight where they are blocked for larger parties.

Flying KUL-DOH in 5 days, best Y fare, H class. Received a generous offer of 1169 dollars for upgrade, making it a bit more than if I would just outright buy business ticket.

We have to assume that there is some logic behind these offers, and QR has the data. Maybe there are enough takers at these high prices. Maybe QR prefers fewer upgrades for more cash. Maybe they want to convey an image of J being expensive / exclusive hoping that more pax would pay for it.

Seems nonsensical that they'd offer an upgrade at more than the price to buy a J ticket outright. Do they assume people are that desperate for an upgrade? Or perhaps they are simply steering people towards buying J fares upfront and discouraging those who purchase Y then hope for an attractive upgrade offer.

For those who are not into this scheme of upgrades, QR is targeting business travelers who have a corporate travel policy to fly in Y and their corporate travel agencies would not book their trips in J even if they are willing to pay for the fare difference out of their pocket.
Especially on a route like SEA-DOH, there would be a bunch of corporate travelers in Economy working for those large companies based in Seattle, which would pay that money to upgrade for their own personal comfort.
Also many people, don't have the privilege to purchase discounted Business Class tickets far in advance due to either to their work schedule, and factors that could not be determined far in advance.
