QR: IAD to BEY, $2,340 RT business class (IAD<>GOI similar)
I had been looking at Qatar's Book with Confidence Policy on the idea of booking a ticket for travel before Dec 31 and being able to change the destination & dates without a paying the fare difference. Anyway, I noticed that IAD<>BEY is super cheap, and IAD<>GOI is almost just as cheap (and covers more of asia with the 5,000mi change radius if that's what you're interested in)
Pretty wide availability this summer through next year

To clarify, the fare difference is collected if it's a voluntary change.
If your flight ends up cancelled, then you would be able to change the destination within 5000 miles for free and waive the fare difference.

based on published T&Cs, the voluntary destination change within 5,000 miles (and origins change within same country) should be for free

Rerouting for voluntary purposes (i.e. where there has been no flight disruption) is possible 14 (fourteen) days after making the booking. New flights must be booked in the same booking class (RBD), be operated by Qatar Airways vis Doha only and can be changed within the same country of origin and/or within a 5,000 (five thousand) mile radius from the original destination booking. If the same booking class is not available, a fare and taxes difference may apply.
Rerouting following operational disruption (i.e. flight cancellation) is possible free of charge on Qatar Airways operated flights via Doha only from the same country of origin and/or within a 5,000 (five thousand) mile radius from the original destination booking.

For example, if you book R class for the original ticket and you wanted to change your destination and the new flight also has R class available, then no fee payable. If R class is not available then you would need to pay the fare difference.

Would buying a ticket with the platinum amex benefit through amextravel.com be valid for the book with confidence change? The T&Cs say "Valid for any of Qatar Airways’ fares only purchased either directly from Qatar Airways or through travel agents." Does Amextravel count as a travel agent?

As reported by a blog, QR denied a free change for someone having made a reservation DOH-OHS, Sahar International Airport in the NW of Oman. The request was made to change to DOH-MNL, as distance OHS-MNL, and for that matter also DOH-MNL is 4.5 K miles.
The distance DOH-OHS is 321 miles.

That's not entirely correct. The fare difference is collected ONLY if the passenger cannot be accommodated in the same fare class originally booked. And here fare class means the alphabet designator of the fare, known as RBD.

Doha-origin tickets are limited to a 1,500km change from the booked destination. So that rather limits the use of a Doha Sohar ticket in this game. And given the way QR milks Doha-origin business-class passengers, these were never going to be very interesting tickets to start with.
And before you think of trying it, Sohar Doha wouldn't work - tickets with Doha as destination don't even enter the game, only allowing changes within the origin country. Switching from Sohar Doha to Salalah Doha isn't going to float many boats

Yeah so if the same booking class is available then no additional amount would be payable.
For example, if you book R class for the original ticket and you wanted to change your destination and the new flight also has R class available, then no fee payable. If R class is not available then you would need to pay the fare difference.

You could change an IAD-BEY ticket in R fare bucket to IAD-GOI, IAD-MLE, IAD-JRO, etc... for free if there is R fare bucket available on the new itinerary. In this case, you would not need to pay the fare difference.
However, you could not change for free to a date where there is only full fare J is available when you book an R fare bucket ticket. In this case, you would need to pay the fare difference.
