Last Monday (7-Feb) TSA guy in CLE told me not to put shoes in bin.
When asked, he said that they did not want bins possibly getting wet from any snow that might still be on the shoes.

Just thought I would share an update on my original post ....'
I went through security at 6AM this morning at DCA (USAIR shuttle again !)
No helper assisting with loading into Xray machine ....
Put the very same pair of dress shoes on the belt (no bin)
No problem .....
As many have said :
Inconsistency is the only thing consistent with TSA policies ...
