Theft from checked luggage

I usually never check luggage: "two types of luggage: carry-on and lost" was always my mantra. But decided for convenience purposes to check a bag SEA-SFO after arriving int'l HEL-SEA.
When I unpacked today, I found that three bars of Finnish chocolate (IYKYK) had been stolen from my checked bag. No signs of the bag having been opened, no notice inside. To be clear, I know there were exactly 10 bars of chocolate and the ones stolen were selected specifically because they were the only white chocolate ones.
A quick web search and this seems to be quite a common problem.
I think I know where it happened, but obviously I cannot be sure.
Aside from feeling violated, it scares me to think that if items can be lifted that easily, items could also be introduced just as easily.

Thoughts? Similar experiences? Any suggestions for recourse? I notified both airlines and also emailed claims @ TSA - but I'm pretty sure that a few bars of chocolate won't even cause a blip on anyone's radar.

TSA will usually leaves a "love" note if they have rummaged through your bag. They also typically have bag inspection stations filmed. Lacking that I would file a claim with the airline.
