Not giving a logic answer of course means I will assume the only explanation I can think of: it has to be in private because if people saw you doing "resolution patdowns" in public, there would be public outcry. Hard to imagine what you can add to the hands in pants enhanced patdown, though. Cavity searches?

You may "assume" whatever you wish sir. Its a common response here and not unexpected, as long as you are also willing to assume that your assumptions might very well be wildly inaccurate.
