TACA Airlines Access fare?

TACA Airlines Access fare?
Me, and my friend were booking flights to Cusco out of Lima yesterday and unfortunately, we booked in a fare class that is only for Peruvian Citizens.
We immediately when to a TACA office and were told that we would have to pay about 300-400 dollars in change fees. However, we were told by someone, that we might be able to slide through the airport and avoid this fee by checking in online.
My question is, has someone bought a PROMO or ACCESS fare with TACA and been able to avoid the fee? We will pay if asked, but we would rather not, simply because money is tight. I saw a thread on here where people were able to slide through the fee with a PROMO class fare.
